Jammu, June 29: The Jammu & Kashmir School Education Department has released a draft Transfer Policy-2026, proposing a transparent, merit-based transfer system for teachers and other education department employees. The policy aims to streamline transfers through an online portal while ensuring fairness, accountability, and administrative efficiency.
Under the proposed framework, educational institutions will be classified into five geographical zones with fixed tenure norms. Employees will generally serve three years in Zones I, II and III, two years in Zone IV, and one year in the most difficult Zone V. Staff serving in remote and hardship areas will receive additional merit points and preference for future postings in accessible locations.
The draft also introduces a Transfer Assessment Matrix (TAM) that will award points based on factors such as service in difficult areas, age, disability, serious medical conditions, spouse posting, teaching awards, academic performance, and widow/single-parent status. Transfers will be processed based on merit scores and vacancy availability.
The policy further provides for staff rationalisation, mutual transfers, administrative and compassionate transfers, and a three-tier grievance redressal mechanism. The School Education Department has invited suggestions and objections from teachers, employees, and other stakeholders within 15 days before finalising the policy.
